I have a lot of good ideas for this. But if people could give me ideas on how Saalek can persuade/trick/threaten/bribe their characters into supporting the creation of the union, it would be helpful for the story.

Well ....
Papa Flopz is having a rough time right now. Soon most of his problems will be over (by Monday as long as I have time to finish it out.) this could be a chance to play on what happened at the end of Papa and Sam's last talk. Once Papa's little issue is resolved he is still going to be face (sort of) but have some mistrust of Sam. Right now he thinks that his bleeding was caused by Sam attacking him (which obviously did not happen).
So Saalek happens to find out about Papa's mistrust and decides to take advantage of that. Papa and Saalek have had issues in the past but since Papa will be recovering mentally and physically he could be played on by a deceiving Saalek.

Well me and Uncle Sam aren't really best of friends so I have already said I could make Saalek GM. Maybe when he becomes GM he fires Uncle Sam (kayfabe) but then in the middle of the fourth season Uncle Sam comes back and gets his identity back
